According to the provisions of art. 109 paragraph 2 from the Romanian Constitution and art. 12 and 19 of the Law no. 115/1999 and the Decision no. 270/10.03.2008 of the Constitutional Court,
The chief prosecutor of the National Anticorruption Directorate, Mrs. Laura Codruţa Kovesi transmitted to the general prosecutor of P.I.C.C.J the written report drafted by the anticorruption prosecutors, in order to request the President of Romania to formulate the request to start the criminal investigation against DAVID CRISTIAN, Minister of Internal Affairs and Administrative Reform during the 5th of April 2007 – the 22nd of December 2008, for committing the offences for taking bribe and money laundry.
The facts the National Anticorruption Directorate was notified about was that the Minister David Cristian requested in 2007, on the 1st of February 2008, and received the amount of 500,000 Euro, from a denouncer, for practicing his duties of training and coordination of the activity of prefects in a manner designed to ensure the issuing the property right upon a 15 hectars located outside Buzau, by the County Commission for establishing the property right,
Also, in order to disguise the source of the amount received as bribe and to avoid the criminal liability, more selling-buying contracts were closed, related to fictitious real estate transactions among the people involved in perpetrating the corruption offences.

The written request was accompanied by the written report drafted by the prosecutors within the National Anticorruption Directorate – the Section for combating offences connected to those of corruption that are investigating this case, as well as copies of the criminal investigation file.
